Projects keep coming for the county
ANAHUAC— As projects continue around the county, commissioners look to hiring construction managers-at-risk for four upcoming projects.
The Chambers County Commissioners Court held its regular meeting on Tuesday, April 22 to discuss multiple projects throughout the county.
Orsted Star P2X, LLC, is building a $1.2 billion e-methanol facility called Project Wharf and asked the court to allow for a Chapter 312 property tax abatement, which was approved.
The project would be located in the TGS Cedar Port Industrial Park in the eastern Baytown area, just north of U.S. 99. Construction is expected to begin in early 2028 and finish in 2030.
There will be a public hearing on Thursday, May 13 at 10 a.m. to discuss the reinvestment zone.
Commissioners approved a contract between the court and Baytown/West Chambers County Economic Development Foundation. The EDF has an annual contract with the commissioners for EDF to provide economic development services to the county.
After tabling the item at a previous meeting, commissioners approved Kirksey Architecture for engineering and architectural services for the new East Annex project in Winnie.
Additionally, the court approved a request for proposal to hire a construction manager-at-risk for the East Annex project along with the Legion Hall project.
“This is important to get the CMAR on board because one of the things is when you have a CMAR on board, that construction contractor can work with the architect, no matter who they are, and say, listen, this is what the county is used to, this is what the county needs,” Commissioner Pct. 4 Ryan Dagley said.
Commissioners also approved submitting an RFP for CMAR for the new Whites Park show barn and the new Sheriff’s Office Training Facility.
A public hearing was set for Tuesday, May 27 at 10 a.m. regarding the number of homes allowed for single-entrance subdivisions.
Currently, the county restricts developers to 100 homes for a single-entrance subdivision, but commissioners are considering raising the number to 350.
The state’s regulation set the number to 1,000 homes. Zachary Vogler, county engineer, said neighboring counties range from 30 homes to 500.
The hearing will be on the second floor of the Chambers County Courthouse, 404 Washington Ave., Anahuac.
Commissioners approved applying for two grants through the Texas Department of Transportation. The county has applied for these grants for about six to eight years now.
The TxDOT’s Selective Traffic Enforcement Program grant would pay for overtime for Chambers County Sheriff’s Office deputies for the 2026 fiscal year. The CMV Enforcement grant for commercial vehicles.
The CMV grant would award the county $11,477.05, with the county match adding $2,669.54 for a total of $14,146.59. The program grant would award the county $19,109.44, with the county match adding $4,444.85 for a total of $23,554.29.
AEDs will be placed at the Chambers County Westside Complex, Whites Park and the Winnie Stowell Community Building. An additional five AEDs will be in an outside “safe station,” where they will be monitored through a motion-censored camera.
There is already $14,052 in the budget for AEDs, but an additional $16,729 was requested to purchase eight AEDs in total.
