Up to their necks in work

Jonathan Carroll and Matt Ubnoskye work up to their necks in cold water to repair a broken water main. While digging to install the new DayNet fiber network, construction crews accidentally hit a main water line leaving residents in parts of Dayton with no water or low water pressure.
