CLCND discusses ongoing projects
ANAHUAC— The Chambers Liberty Counties Navigation District met for its monthly meeting to discuss the district's master plan, as well as a bridge project.
CLCND met on Tuesday, Dec. 2, where General Manager Claudia Sandoval gave an update on the economic development master plan.
Sandoval gave consultant Gustava Oakley a tour of the district's properties and facilities to give him a general sense of the scope of the district's assets. However, the firm and the district have not yet entered into any official agreements.
During the Nov. 12 meeting, the board discussed Freese and Nichols, a consulting firm for the master plan, and its role in the plan. It was decided that their services would be needed later to address the infrastructure required for a long-term strategy.
The Texas Department of Transportation bridge project on Texas 146 should begin soon, though there may be a delay due to recent rain. The project entails changing a pipe crossing.
The board approved leasing surface water to the Texas Water Trade for a wildlife habitat. The lease is for 10,000 acre-feet for a 10-year term.
The meeting was the last official one for Commissioner James Turner, who served for eight years, as he did not seek another term.
"It's time for somebody else to take over," Turner said.
Chairman David Barber and Commissioner Brady Hanson shared kind words about Turner after the meeting, with Barber noting the work they've done for the district together and Hanson saying he joined because Turner was on the board.
During the Tuesday, Nov. 25, Chambers County Commissioners Court meeting, the court appointed Johnnie "John" Jennings III to the board, taking Turner's place.
County Judge Jimmy Sylvia said Jennings was the only one to express interest in serving.
Jennings owns J. Jennings Management, Inc., managing cattle and ranch operations. Beginning in 2022, the company began focusing on high-quality Wagyu breeding.
Jennings is a member of the Agricultural Advisory Committee of the Chambers County Appraisal District, beginning in 2023.
He is also vice president of the Riceland Management District, beginning in 2022 and a term expiring in May 2028. On the board, he oversees the development of Riceland, a 1,450-acre master planned community in Mont Belvieu.
